New Delhi:Both houses of parliament were Tuesday adjourned till 2 p.m. as opposition MPs stalled proceedings over the anti-corruption campaign led by Anna Hazare, whose fast for a strong Lokpal bill entered day eight. The opposition Bharatiya Janata Party (BJP) demanded immediate discussions in the Lok Sabha and the Rajya Sabha on corruption in the country, leading to repeated disruptions of the house. In the Lok Sabha, there was a prolonged verbal duel between Leader of Opposition Sushma Swaraj (BJP) and Parliamentary Affairs Minister P.K. Bansal following which Speaker Meira Kumar adjourned the house till 12 noon. Bansal objected as Sushma Swaraj – who had given a notice for suspension of the question hour for a discussion on the Hazare fast and recent developments – mentioned recent corruption scandals like the 2G spectrum scam and the Adarsh Housing Society scandal. He said she was deviating from the topic. The BJP leader said the issues were related. Bansal then suggested the discourse be transformed into a special discussion on corruption, for which the government was ready. But Sushma Swaraj demanded that the question hour be suspended and discussion be held. As the arguments and counter arguments continued amid noisy support from the MPs of each side, the speaker adjourned the house. Sushma Swaraj said Hazare’s protest was against the “corruption resorted to by the government” and the government could not wash its hands of it. “Scams after scams are being revealed. People are facing the brunt of price rise and ministers are looting crores (of rupees),” she said. She said the Lokpal proposed to be set up by the government’s bill had “neither teeth nor eyes”. “It is totally ineffective,” Sushma Swaraj said. When MPs reconvened at 12, the noisy scenes returned even as some papers, including ministry reports, were laid on the table. This time the speaker allowed the special discussion, under Rule 193. However, she first allowed DMK’s T.R. Baalu to conclude his address on Tamils in Sri Lanka which he had started last week. BJP MPs objected to this saying the discussion on corruption should be held first. Amid a ruckus, Meira Kumar adjourned the house till 2 p.m. There were similar scenes in the Rajya Sabha with the BJP demanding that question hour be suspended for a discussion on corruption. As soon as the upper house met, members of the BJP, which had submitted a notice to suspend the question hour and take up the discussion, were up on their feet insisting on their demand. Ruling party members tried to counter the opposition by shouting slogans demanding that question hour proceed. Repeated pleas from Chairman Hamid Ansari for raising the issue after question hour went unheard and the house was adjourned till 12 noon. When the upper house met after the disruption, opposition members were once again on their feet. The government assured the members that the discussion woud be held at 2 p.m., but the opposition refused to be pacified. “We have kept a discussion for 2 p.m.,” Minister of State for Parliamentary Affairs Rajiv Shukla assured the opposition members. But the members continued to raise their pitch. “The main opposition party is trying to run away from discussion,” Shukla said. As opposition members continued the uproar, deputy chairman K. The sources from various political parties confirmed that the government has convened the meeting Wednesday afternoon to find a way to break the stand-off with the anti-corruption crusader whose fast entered its eighth day Tuesday. Kanimozhi places PM, Chidambaram in 2G loop(0)
New Delhi: Prime Minister Manmohan Singh and then Finance Minister P Chidambaram were fully in the loop on the 2G spectrum license allocation and had decided along with then Telecom Minister A Raja not to auction them, jailed DMK MP Kanimozhi told a Delhi court Tuesday. “I am showing you (judge) the minutes of the meeting in which the Prime Minister, the then Finance Minister and the Telecom Minister decided that the licences for the 2G spectrum was not to be sold/auctioned,” senior advocate Sushil Kumar, appearing for Kanimozhi, told the Special CBI Judge O P Saini. Seeking discharge from the case, the counsel for the 43-year-old DMK MP, said the CBI case is based on the premise that the accused caused huge loss to the state exchequer by not auctioning the licences for the 2G spectrum. “The Prime Minister, the then Finance Minister and the present Telecom Minister are ‘good enough’ as witnesses to prove that there was no loss. They are on record in Parliament that the government did not incur any loss,” Kumar said. “The moment, the loss factor goes out, the charge of cheating also goes out,” Kumar said, adding that the basic foundation of the CBI case cannot sustain the legal process. The defence counsel also trashed the computation of loss by the CBI and the Comptroller and Auditor General (CAG) saying they are “just notional loss” and cannot be a basis for prosecution of the accused. “The CAG report (of loss of Rs 1.76 lakh crore to the state) was laid before the House on November 16, 2010. It had not been adopted by the House. It is still in the limbo as the House is yet to adopt the report,” the counsel said. The counsel for Kanimozhi also disputed the computation of loss of Rs.30,984 crore by the CBI saying it too has no basis as the charge sheet said that government could have earned more by auctioning the licences. “The words — could have — cannot be the basis of prosecution as the relevant paragraph in the charge sheet is (a) full myth,” the defence counsel said. “The sale of equities by Swan Telecom Pvt Ltd and Unitech Wireless (Tamil Nadu) Pvt Ltd (the two alleged beneficiaries of the scam) to foreign firms, Etisalat and Telenor, respectively were approved by the government. It was not the sale of the licences and hence there was no loss,” the defence counsel argued. “Where is the sale (of the licences)? Where is the cheating?” asked the counsel for the DMK supremo M Karunanidhi’s daughter, arrested by the CBI on May 30 for her alleged role in the scam. Her arguments, opposing charges of corruption and other penal offences like cheating and hatching criminal conspiracy in the 2G scam is still on. Kanimozhi’s arguments seeking her discharge from the case virtually echoed those of former Teleceom Minister A Raja who too had sought to rope in the Prime Minister and Chidamabaram in the case, telling the court that the issue of dilution of equity by spectrum licencees was discussed with them. Her counsel is the same as that for Raja — senior advocate Sushil Kumar.

New Delhi: After two nights in Tihar Jail and hard bargaining, Anna Hazare and government reached an agreement early Thursday morning under which Delhi Police removed all restrictions and allowed him to carry out his hunger strike for a fortnight in the spacious Ramlila Maidan here. The breakthrough in the battle of attribution between the two sides came in the wee hours of the day after top aides of Hazare met Delhi Police Commissioner B.K. Gupta and reached an agreement. The deal marks a major climbdown from government and police’s earlier insistence that the fast would be allowed at JP Park, a smaller venue, only for three days with maximum of 5,000 protesters besides a number of other conditions. The agreement came more than 40 hours after Hazare’s arrest of Tuesday and release the same night. However, the Gandhian refused to come out of the jail, continued his fast and carried out hard negotiations from Tihar through his emissaries. Activist Kiran Bedi tweeted early morning that Hazare has accepted the Delhi Police offer of 15 days and announced that he will go to Ramlila Maidan after 3 p.m. However, another close aide of the 73-year-old Gandhian said that it may not be possible for Hazare to launch his protest from the Ramlila Ground Thursday as the venue was full of muck and needs cleaning up. “I have just spoken to Commissioner of Municipal Corporation of Delhi (K.S. Mehra) who has promised me that a Deputy Commissioner would supervise the cleaning up operations at the Maidan,” Kejriwal said. New Delhi: Hours before he was to launch his fast against corruption, Anna Hazare was Tuesday detained by Delhi Police here preventing him from going ahead with his protest. Two other prominent activists Arvind Kejriwal and Kiran Bedi were also taken into preventing custody at Rajghat, Delhi Police said. The 73-year-old Gandhian was taken into custody from a residential area in Mayur Vihar before he was to proceed to the venue of his fast in J P Park where prohibitory orders are in place. According to sources, senior police officials, including DCP (Crime) Ashok Chand, met with Hazare this morning at an east Delhi apartment where he was staying in a bid to convince him to not go ahead with his planned protest defying prohibitory orders at J P Park. However, Hazare turn down the request following which he was detained. “We have detained him as he did not budge from his position of defying prohibitory orders,” police official said. Flaying the police move, Bedi said, “Emergency has revisited the country.” “This detention is undemocratic and unconstitutional,” she said. Around 500 supporters were with Anna at the time of his detention. Chanting ‘Bharat Mata ki jai’ and ‘Vande Matram,’ supporters created hurdles in the way of the police which were trying to take him to a nearby police station. Ahead of the proposed fast by the Gandhian, a group of people had thronged the east Delhi apartment where Hazare was staying to pledge their support to his protest. Security personnel, including some in plain clothes and some from the special branch, were deployed around the apartment premise. Around 500 police personnel have been deployed from early morning itself after the city police imposed Section 144 around the park, police sources said. Hazare had yesterday asked his supporters to fill up jails across the country if he was arrested after being denied permission to hold fast here. After Prime Minister Manmohan Singh slammed him for resorting to fast as a protest when Parliament was seized of the Lokpal bill, the Gandhian had said he will go to J P park despite Delhi police imposing prohibitory orders. “I come to understand that I will be refused permission. We will go there. If I am arrested, I will continue my hunger strike in jail. If I am released, I will go back to the venue and this circle will continue,” he had said. He said once he is arrested, people should fill up the jails in every village across the country. “Going to jail for the country is no crime…It is a decoration,” he said. Delhi Police spokesperson Rajan Bhagat had said that prohibitory orders under Section 144 CrPC has been imposed in some areas of Daryaganj and IP police stations, which include Jai Prakash Narain Park and Shaheed Park.
